    Police Action was what USA called it as many America didnot like the UN declareing war. No matter what they call it if it sound like war, smell like war, and it look like war it is war.

    I was being sarcastic actually. The notion that the UN can declare war is ridiculous in its concept, if not in reality. The UN is not a sovereign country, it is a club. The right of war is for nations, not clubs. The Southern Denver Women's League cannot declare war on the Philidelphia Skiers Association.

    Sleek, if I didn't know you were so left you make Marx look like a Texan, I would be afraid right now.

    The UN can declare war as it more than a Country Club. Actural in History of the world tribals group, Cities, Nobleman in European Dark Age and Medival peroid have declare war on each other not includeing the gangs war in LA and NYC and the Marfic war in America and Italy. I have than C&S book that list the different leval of Cental Government power in Middle Age Europe. I will when I find it.

    The funniest part about that is I spent 6 (of 20) years of my life living in Texas(and 2 more in Louisianna(which is way more redneck IMO)).

    CharlesBHoff, I love you, but you make no fucking sense. What the fuck does the mafia have to do with anything? There are no "gangs war" in Las Angeles, other than general drug dealing bullshit, and that stuff is EVERYWHERE. As for organized crime in NYC, you over-estimate that as well... Also, when the fuck did anyone mention Middle Age Europe?

    The wageing of war isnot just than monplote of nation state only. In Medival Europe there where many different leval of cental authority.

    There was the Overwhelming central authority. If the King or Queen have a very large personal demesne(triple the standard KG holding) and also enjoys the support of two-thirds of the great tenants-in chief, he has virtulally unassailable power to enforce his edicts. No combination of barons can prevail against him. Such a situation would be rar, especially in a Dark Ages or Early Feudal state, but it is possible. In some legends and especially in fantasy fiction such rulers are able to command support from their vassals even when they are cruel despots who run roughshod over nobles and commoners alike.

    Strong central authority. More likely than the above is a King or Queen with a large personal demessne(double the standard KG holding). He or She usually enjoys the support of 30% to 65% of his or her tenants in chief. He or She has to watch how he or she handle the great lords, but He or She can exert royal influence over the daily affairs of the nation. Royally appointed judges hold court thoughout the land and the King or Queen justice takes precedence over the baronial right to dispense justice.
    The Crown takes a dim view of anyone who break the King or Queen peace whether hight or low born. The King or Queen may go so far as to reserve to himself or herself the right to make war and deny his vassals the right to settle their disputes with one another by force of arms. In short a fairly strict law and order society results based on the English and Islamist Empire of the Caph and Sutan or Eastern Roman Empire model.
    This doesnot mean this state of affair exist all the time, there was time in Engish history there was civil war and at time breakdown of government authority. The case of King John attemp to have overwhelming central authority fail.

    The smallest feudal holding cover 2 square miles of land with than total able body population of 150 and total population 200. Military manpower is 40 men. Total Cavalry 10 men(1 knight,1 squires,3 sergeants, petit sergeants). Total Infantry 30 men(6 men at arms, 5 yeoman infantry, 5 yeoman archers,14 peasant levies). In a weak or no central authority area two or more holding like this will war on each other. Those these are more like street gangs and criminal thug today. The cavalry rideing motorbikes armed with auto rifles, the infantry armed with auto rifles also.

    Weak Centeral Authority Area. The King or Queen is little more than the noblest noble of the realm. He or She has only limited power beyond his or her personal demesne. He or She have every little authority to stop or control privates war between the nobles. He or She can count on the active support of 10 % to 25 % of his and her vassals. He or She must negotiate with the great lords to obtain greater support. Indeed He or She must constantly work hard just to prevent the nobles from forming powerful alliances amongst themselves and with foreign princes to oppose him. This type of feudal nation is really quite commonplace and is characteristic of France throughout much of the Middle Ages. The Pagon and Hell Angle of today would fit in real well in this type of feudal nation.

    The NYC police department have more armed men than most feudal King or Queen ever have.The NYC Police Department have 30,000 policemen with 10,000 other support staff.

    There where no standing armies in Europe the Knight's than other where semi-part time armies that where paid either in support by owning or controling land grant called fief or paid by support by one who own land fief. They own 40 to 60 days of service each year to they overlord. I just want to make the point that too many people think the middle-ages where perfect compare today world. In most part of Europe armed thug went round killing, rapeing and looting at will as these private war where fought.
    That was one reason many Pope try without much success to limit these action of war. It was only in England and the Islamic World that there was any measure of law and order. In fact some serf's left France to travel to Moslum Spain to be under Moslum rule.

    Well, yea, there are more cops in NYC than knights in a midievil king's court, but few midievil kings had to deal with several million people in an area smaller than even the smallest duchy.

    Who the hell thinks the Dark Ages were perfect? Oh yea, raping, pillaging, and open persecution of people with differing beliefs. I think it sounds EXACTLY like modern day America at it's worst, and most developing countries at their average.

    There is one person in El Paso faceing jail time for threaten to blow up the Islamic Center, I than talking 10 year minium and life maxium. Thay would not happen in the Dark Ages Europe. Around 1010 than Muslum rular on his own as the local Muslum Conciel disapprove of burning down the Church of the Holy Sephure in the Holy City of Jerusalerm. He did it serectly at night but some muslum people saw him do it. The Caph order the city caph replace than brought for trail for his action. It look like than small war would be needed. The war was avoid when at than grathering of all religious and landed authority people that this issue was brought up and they agree with the Caph ruleing on this and the local caph surrend to the Caph. The muslum rebuilt the Church of the Holy Sephure by useing they money and resoucres to built it at no cost to the local christian community.

    Plus the medival legal system didnot have way to test evident like we do now. There was no test to tell if blood was animal or human untiil I believe somewhere in the 1890's. So the police in London would have to catch Jack the Ripperin the act of murbering someone which is the meaning of being caught red handed.

    Since the population of medival villages and small town where small and everybody knew each other, most crime where easies sovles. Plus alot of what we consider crime was not consider than crime back then. Prostituting wasnot illegal than alot of places. Homosexual was not than crime as long as you did it behind close door and no unage boy was used.
    The framous Canon Law anti-homosexual group qoutes as banning homosexual was wrong as the Pope answer than letter from the US Highter Court in the Texas Sodney Law Case that first they (the Pope and hight ranking legal scholer of Cannon Law couldnot understand what that Law aim was as it was very vagus) basely said if than man cannot get his wife or lover pregant very time they have sex was than criminal it he have oral or anal sex with his wife or lover.That was the meaning the legal expert sent back to the court in America. Cannon Law was the only law recognite thoughtout Western Europe of that time and most area law follow Cannon Law on Criminal Law and some cival law.

    Plus the SECOND DEPARTMENT install than Nuclear Dampering Field Device which they can actically that no nuclear weapon can go off. It alot better and cheaper than Star War Anti-Missile thing.

    Charles. The nuclear dampening device, much like cold fusion, is impossible. There is no way to stop the flow of a neutron, being neutral in can't be retarded with a general electrical field, and therefore, you can't stop the neutron from hitting the nucleus of an atom like plutonium.

    That said, there is no way to control, much less stifle, a large scale nuclear reaction such as a bomb. Nuclear reactors produce far less power in each reaction than Hiroshima did. If they even tried to get close it would trigger a chain reaction like that at Chernobyl.

    Therefore, your "Second Department" has no way of universaly protecting our country or our world from nukes. It is indeed only your letters, and the confusion of whether you are talking about the Holy Scripture, the make up of midievil legal systems, or how good your lunch last thursday was, that is keeping us from melting off the crust of the Earth.
