Scrolling trouble

For some reason, when I try to pan the camera, i can only pan it when my cursor is in the corner of the screen, and it pans slowly even though i have the scrolling speed set to max. i have already tried uninstalling and reinstalling it. please help

 

I think this is a bug. Have you got the latest patch? If you have and it's still the same, I think the solution was setting the scroll speed to the second highest.

It's been a while since I played so it might not work, but it's worth a try.
