Master of Masters (i.e. Master of all Skills)

OK,
When I first started here after completing the Masters Quest, I was just learning how to read scripts. So, I went back to see what exactly the Masters require in skill for training. It's almost universally 4.5 (in code terms 18/20). Exceptions follow:

Chambers, Dodge 4.5 (but one dialog option requires 5)
Stout, Melee........ 4.5 to get quest (but can you get around this?)
Gurin, Gambler.... 5, $?
Fawn, Healing.......4.5, al 400 (>+40)
Persuasion...........5

Oddly, you can't use haggle skill to get the haggle master to train you for less than $10,000. "Well do you need exactly10K, what about 9,950?" Since the picklocks master didn't require a training level I thought you could just show up with the tools, but after that failed, I found his mother has to let him know you're coming.

stats at 20;

strength-double damage bonus
dexterity-speed is 25
constitution-poison immunity
beauty-reaction modifier is +100%
intelligence-+10% to success rate of every skill
perception-sense invisible
willpower-immunity to any spell resisted by willpower
charisma-100% loyalty: followers will never flee from your
side and will only leave you if you ask them to, never of their own accord.
