Marking Stillwater on the World map view.

I'm looking for a way to mark Stillwater on the Worldmap if/when a player reads Joachim's telegram to Virgil in Tarant. Would I have to create and add a new event, or could I edit an existing one? I'm also looking for a way to create a simple downloadable mod that does it for newer players, as it would serve as a nice base for dealing with the BMC. I get that Stillwater is easily forced, but doing so feels somewhat artificial.
