Just look at Elder Scrolls: Oblivion. Good game except for the leveling because...eh....what's the point? Why advance and have to put up with dragons when you can just scamper through and bushwack a few rats 4 teh WIN!!1!!!!1

Scaling is even worse. Whilst realism might be the wrong word to use when discussing a high fantasy setting, believability is very important. It only serves to hurt the feel and atmosphere of the setting if monsters aren't coherent with their location. How about using both?
You culd in the options select if you want leveled or normal that wuld work good right?
