No it doesn't, it only adds to technological aptitude.

If you are going with a firearms master, - Bandit, Raised by Orcs(if you don't want alot of followers) and Raised by Monks are the best backgrounds.

Though you also require quite a bit of strength so using Ran Away With The Circus background gives you alot starting out with only minimal hits to intelligence and willpower with a slight detrimental effect to perception as well.

 

At the moment I'm running a Technophobic character, and it's actually pretty fun. There are certain things I either can't do or have to do by magic (lockpicking springs instantly to mind) but all in all it's a fun concept. I took the Strength of Earth spell, and now I'm tanked!
