I'm on windows7 and things work fine, maybe your issue is related to 8 or 10?
My guess is that either the steam version is modified somehow so that the patches don't work at all.... or you tried installing two mods at once?...
same thing happens in fallout2 if you attack cannibals or sometimes even slavers, the guards aren't necessarily on the side of "good"
In fallout2 children would throw rocks at you without triggering combat, if you entered combat and shot them... everyone in town would turn...
