Is there anything to do with willoughsby's steam engine he has in his basement?

I can't interact with the controls, but I can attack and destroy them. Does this have something to do with a quest or storyline?

Not that I'm aware of, but if it has anything to do with the last half of the game I'm clueless as usual.

Snozz: As far as I'm aware it doesn't actually serve a purpose. I made a 'skill master' character once, taking as many normal and skill mastery quests as possible, and I've never even noticed it could be destroyed.

I think the entire basement is supposed to suggest, together with Willoughsbys HO guard, that Willoughsby is mister X (the origin of the HO island experiments). He's a rotten bastard.

Yeah, and the reason he wants Maug dead is because Pollock is sectretly in his service, and he intends to use him for all his dirty work and for controlling a share of the illegal profits of the Boil. It's all a big Mafia/goverment conspiracy, and we're supposed to work with them only to find the evidence to bring it into the light... And expose the experiments as well.

(Or at least that's how it should be. Sigh. )

Nah, Pollock wouldn't work for anyone. He's the one giving orders. Savvy?
