    I only recently purchased this game, and also only recently found out that there was something called manuals that improves your skill in various technological disciplines. I read in an older post that you buy them from someone at the Tarant University, but who? I've not been able to find anyone who sells those damn books, so any help would be appreciated.

    the bookstore is directly behind the library, which is directly behind the museum... when you go in, turn left, and go to the end of the building... i think the bookseller is the topmost one in the room...
