When can sebastian join me??

i need to speak to mr wilhougby but he isnt home ( somekind of council stuff to do )

Come to Willoughsby's's residence when you are back from Quintarra. Wait till morning if needed. He will appear with another fellow, Perriman Smythe, who is also a follower you can recruit (heavily magic oriented; good healer, but weak in melee). After you talk to Willoughsby, he will ask you to visit him at his work place, there he will send you to Sebastian and also give you the Caladon negotiations quest if you qualify.
