Okay, he probably hasn't heard of me Skie . That's because I don't come to this part of the forum anymore - Jinxed sent me here .

To edit items in Arcanum you have to edit certain .mes files. It isn't hex editing, becuase you don't need a hex editor. You need notepad or WordPad.

There are certain files which contain the data for all the items in the game. To create 'unique' items for use in mods, you have to place the item in a map, then edit it's properties. To edit items in general i.e. to make every set of leather armour have 50 DR you'd have to find the right .mes file and then the item etc etc etc. Editing those sort of things can take a long time, because you have to know which brackets to edit, what range of values and things like that are allowed. I believe that Chris Beddoes' site http://www.terra-arcanum.com/~uberedit has some edited game files which have different item properties. That'd be a good place to start to change all the items with - you could compare the original files (by unDatting Arcanum, which you'd have to do anyway to edit the files) with his ones, and begin from there. I cannot see how a program could be made to do this sort of thing.
