    once I have bought the tech manuals how do I use them?? What will they do for me???

    You don't have to use them, just have them in your inventory for them to take effect. Each manual will raise your tech proficiency in a given field by your intelligence. For example, if you had 2 gunsmithing manuals in your inventory and your intelligence was 12, then your gunsmithing proficiency would go up +24 for as long as you have the manuals on you.
