Those are Twins Skulls. They're for one of the most intriguing quests in the game. You can find them in a big warehouse with two pairs of double (locked) doors in the docks. They are guarded by a Half-Ogre and some rat.

The skulls you are referring to are those of the Re'nar Siamese twins. Benjamin Gershwin is a phrenologist in Tarant who would like to study them. However, if you ever run into Thomas Grak, he sends you to deliver a message to Sir Matt de Cesare, a charcter in the Gentleman's club. Sir Matt, if you ask him what is going on asks you to follow him outside. What he tells you leads you on a goose chase that ends up with you on Half-Ogre Island and you discovering the history of a half-ogre breeding experiment that some gnomes are trying to cover up. The skulls themselves are in a warehouse above Simon Plough's in Tarant. Either unlock or blow through the twin set of doors, and kill the wererat/Ogre bodyguard there. The skulls are in the big container in the middle of the warehouse. Give them to Sir Matt and he sends you off on the next part of the quest.

After the "goose chase" to Half Ogre Island, I talked with a gnome who gave me a rather long-winded mind-fuck. ("Everything I just said might be true, or it might not be" - paraphrase.) Is this the end of the quest?

I got to that point too and I got the same thing. Isn't there a way to finish the quest? After all the walking and talking I did and all the dead ends I ran into, there has to be a way to finish the quest!!!! Unfourtunatly I don't know either...

Spoiler (though not a serious one considering what was already said)

Nope, it's the end, sorry. You can just carry the journal to the Newspaper office in Caladon, give it to the guy in there, he'll promise to publish it but it'll occur that he was there just to get the journal from you while the real editor was away. The only thing you can do to feel better is to fry the (could be true or false gnome) but it doesn't affect anything really.

Yeah, how disappointing was this quest?

The only thing I can add is that you can now sell the skulls to the Phrenologist in Tarant. There's nothing more you can do with them. Note, you had to have recieved the quests in the correct order for this to happen.

I'd just advise against selling those Skulls to Phrenologist first because, unless you can steal them, you can't get them back. I tried to do so and it occurs there is a bug because after giving Skulls to Phrenologist, then getting de Cesare's quest I talked to the Phrenologist again, caonvinced him to give me back the Skulls, he agreed and... kept them in his pocket. So as I said unless you can steal them let go of those 100coins he pays you for the job.

Yeah I got hit by that same bug. Rather than burn a fate point I just told all my people wait a ways back, took off my weapon, and then proceeded to beat him sensless in a fist fight, healing him all the while. I find its SO much easier to take things from people who have been forced into unconsciousness, don't you?
