Talk about book learning.....

I just noticed that my wonderful doctorate in mechanics does a great deal of nothing..... my mech aptitude is only at 20%! What's up with this? The only explanation I can come up with was that I upped them all at once, thanks to a handy intel potion. But still, it's an unpleasantly annoying bug.

I don't want to have to spend 5000-odd gold on mech books, just to use the knowledge I should have.

You still have the skill, you just don't have the intelligence to use it. . .
Drink another int booster whenever you want to make anything mechanic.
