Schreck's Schematic

I "retrieved" the schematic for this the first time I wnt to Tarant, I even sold it on the black market and stole it back, but I still can't learn it! I am a good alignment, magic/tech balanced person, and I'm wondering how to learn this schematic! HELP!!!!!!

True, but I heard from someone that some gun smithe NPC will make guns for you if you have the scematic and the required items. What I was told was that you can plant (Pickpocket in reverse) the scamatic onto him, after which he will offer to make said gun. If this is true, please verafy it, since I have yet to find said person.

 

Almost forgot:

I believe that the components to make it is a fancy pistle, and the revolver rifle. On a side note, the gun has fair damage, but uses six bullets per shot. The names and your milage may very.
