Someone please shed a little light....

What is the difference between playing Arcanum Safe Mode or just selecting Arcanum?

I don't think it has limited access then to your system files

As far as I could tell (from doing a search) is that safe mode runs the game in software mode, which would mainly be used if you were having video problems and troubleshooting. If you find a game with a "safe mode" option it usually will run the game in the least detailed fashion, run the graphics in software mode, it may turn off sound support, would reduce the graphics detail to extremely low, etc.

I run the game in safe mode due to some problems with what I think are my video drivers and DirectX 8.0. I don't really notice much of a difference in the graphics, though I was never able to play in regular mode for more than 10 minutes at a time. I do wonder if it would run faster if I could use my video card.

Yes, safe mode lets you run the game when your 3d card - like mine  - isn't supported.
