Question regarding normal staff

Hello, i'm looking for a normal staff to make a Tesla rod and i cant find one anywhere, I have been in all the towns i know of in the starter continent: Shrouded Hills; Black Root; Derholm; Tarant; ashbury and i couldn't find a single staff on any vendor. If i recall correctly Vergil had one, but i sold him long ago.
Is it normal to be that rare? Am i simply being struck by a unlucky row at vendor loot generator ? Does anyone know of a location where i might find one?

 

general stores usually have them, go out of a shop and wait one day, move the screen before you wait so you cant see the shopkeeper or else he wont get new goods

I bought my staff at the general store right by garillon bridge at Tarant. Check it out.

 

ALL the general stores sell staffs (or is it staves?). If the don't have it, go outside and wait a day.
