    how do I get quests for the underground.
    Everytime I talk to him he says something like : where did you get the idea I have a job for you.
    Is it because I'm not evil enough (I try to stay at a +20)

    First, what quest are you talking about? There are lots of quest at for thieves. I assume it was the first.

    You need to find out about the underground from Lukan at the bridge in Shrouded hills. Obviously, you didn't do that. Try doing the elven tombstone quest.
