Please Help me !!! Blade Pistol/Launcher

I´ve read about a gun named Blade launcher or something. It says you have to be a level 80 gun smithy to make it. Now to my question:
how the heck do i get this gun without beeing a level 80 gunsmithy, for example if you a person whoe´s got it in the game or if there´s any schedule of how to make it

 

Go to the textbook dealer at Tarant university and buy a lot of gunsmithy books. Hold them and the ingredients at the same time. Combine. You can also add intelligence potion to make the books more effective. (The brighter you are, the better the books).

Store the books somewhere safe when you aren't using them, since they are heavy.
