You stab people in the back. It's much easier to pull off in turn-based combat. Unless you're an Expert (in which case swords and axes can be used), then yes. No, it affects the number of times you can swing per round. Haggle is pretty much passive, Persuasion however unlocks new dialogue options and could therefore be regarded as an active skill. It does have some passive benefits however (an Expert of Persuasion receives one additional follower slot).
