How do I get Mr Black in Tarant to buy or sell to me. I think he is a thief and a fence. He will not deal with me. Thank You
To join the underground, you need to do the Pettibone quest. Then talk to the guy in the house just North of the gypsy. He will give you directions.
Also, he'll only buy thieves underground quest items off you. You'll still have to sell your normal stolen shit to regular shopkeepers.
To be eligible for the thives under ground I think you have to either get the info from the Witless guy by tricking him, destroy the bridge materials for him, or turn in Bates' journal.Mabye. It's the only ways I was able to do it.
