    When I go to the master lockpick with the tools I swiped from his mum, he just stands there and the dialog isnt there....

    have you tried talking to him
    you have to wait for him to come near the door
    or just a bug

    Did you pickpocket the tools, beacuse the mom needs to give u the quest and the message that you'll be coming preceeds you. So he already knows you're coming. If you didn't receive the quest make sure your pick lock level is high enough for the master training.
