In the section where it says about where you find Masters and Experts and stuff, you can actually become a fully mastered thief without leaving Tarant. The Halfling Lady in the Trainstation will teach you yo be an apprentice once your part of the thieves underground. Poone from Poone's flpohouse will teach you ro be an expert for 500 coins, and we all know how to master it.
