    The steam engine in Shrouded Hills is in the is in the back room of the temple, near the well where the Constable is standing.

    Just to expound on what 00179 said, the building is the big black one. There will be a dwarf technologist that will try to kill you once you attack the engine. If you let him live the constable will know that it was you that broke his machine.
