How do I trigger the orc riot in Tarant?

    I have gotten very far with a couple of characters. None of them got the orc factory riot. Can anyone tell me how to tirgger it or at least at what point in the game they got the event? Thanks

    Upon getting back to Tarant from Qintarra, go to the factory in the right upper corner of Tarant. A group of guards are outside, as well as Captain Wheeler and the journalist Babcock. Have fun.
