How can one read tech manuals?

    If you had any scruples whatsoever, you wouldn't be able to read tech manuals until the game is out, as they can only be gotten in Tarant.

    Please do not ask full game questions until the game is out.

    Tech Manuals?

    Where did you find Tech Manuals? If you can't read them, maybe they work just by having them in your inventory. Try dropping one and see if it affects your skills.
