How can I get Tarant thieves quests?

I've done the Kree idol and sewer map quests but I cannot get any of those item stealing quests. The guy at fence won't accept any of the items I've seen in walkthrough. I've also retrieved everything in Caladon.

Another question: Can I get trapmaker's spectacles in any other way except learning disarm and completing master's quest (stealing, killing...)?

 

Jobs for Tarantian Underground are being given by a halfling woman at the train station. Talk to her.

 

Also by the helpful fellow who wanders in circles around Madame Lil's, the flophouse, and those warehouses.

Any of the pick pockets in Tarant will give you the Thieve's quests. There are three male pick pockets and the female halfling. The halfling woman is in the train station, as stated above. The other three have regular routes they walk that intersect the street where the Black Market is located at different points from the docks to the area around Bate's warehouse. Pick one of those who is the easiest to find and get your jobs from that one. I'm rather blood-thirsty, so I usually kill off the rest of them and sell all the nice goodies they are carrying. Also, I've had all of them except the one near Bate's warehouse give me trouble with picking my characters' or followers' pockets at one point or another, so I tend to eliminate them early to avoid that.

 

You wouldn't be trying to sell your goods to the halfling at the blackmarket would you? Or is he a dwarf? I think it's a halfling. Anyway, you may have more luck with his aquantaince, a Mr. Black.

 

The shopkeeper is a halfling. Try your luck with Mr. Black if you've been talking to the shopkeeper.
