Dusty Dunes sapling quest?

Hi, has anyone managed to get the sapling quest to work? I used the latest Dusty Dunes "Team A" patch and got all of the other side quests to work, but the sapling quest still seems broken. I have high enough INT and Persuasion to get the Elven Spring Water, but giving it to the sapling just produces a "you see no effect" message. Spoil away please, I would like to know if or how this can be completed. Thanks in advance.
