Dodge and Melee Expert Training?

Where might I find people to teach me the expert levels of these two disciplines? Thank you.

 

Herkemer Oggdoddler, Black Root, can give you expertise in both, but first you'll have to persuade him to tell you about the war, and while he does, you better make appropriate dialog replies. Save your game before you talk to him. If you work it out right, he will indicate a willingness to train you in any of the many things he knows.
