I know it's probably an obvios street that I went down 100 times but........ Can someone tell me where city hall is so I can talk to WIlloughsbry so I can kill both gangs and get a reward........
City Hall is is the same building as the city archives, you need to be on the groundlevel floor where you'll meet the guy (the room next to the guy who has the sewer map).
From the train station, travel North (NE on your screen so take a left onto the street as you exit the station). Follow the street as it takes a 90 degree turn. City Hall will be the second building on your left (I think, right after the zoological society building). If you traveled to Tarant on foot, continue on that street you appear on, heading North (NE on your screen). Eventually you will come to the gates of the Bates mansion with 2 guards in front. Go left. The next building on your right will be city hall. The Bates Mansion is the most significant building in Tarant, so from your overhead map, you should be able to find it and hence city hall.
