I noticed that if I have a high beauty (around 12) and the smoking jacket, some kites in BMC were neutral to me and my party and they displayed a high reaction. Are the reactions bugged? Are intelligent monsters affected by beauty by design? If you have epic beauty can you just walk through a dungeon? That would be an interesting strategy.

I don't think so, I guess it depends on the creature's alignment. Nah, this is too d20-ish.

A friend told me you can even walk past wolves in the open with high enough beauty.

Animals, monsters and such generally ignore the player's beauty. While some reaction modifiers (such as bonuses/penalties caused by backgrounds, reputations or wearing the smoking jacket/elegant dress) do affect their initial reaction, they still instantly attack you with a reaction lowered to 0 themoment they notice you (unless you're a gnome, in which case the reaction drops to 10, though they still do attack you).

I'm guessing those few kites in the BMC mines are bugged, as in the creators forgot to make them aggresive on sight. Some critters in the game are that way (the rat in the storeroom behind Doc Roberts' office or few rats in the Panarii Temple in Shrouded Hills, for example).
