To be evil, you have to take the evil quests. Of course, there aren't as many, so you get less experience. I played evil once, and left Vendigroth at level 35. It is fun playing evil though, that's the trade off.
Leading the Orc Rebellion is though...too bad you can't sell all the junk you loot, because all the dealers are dead...
