About a rumor told in Blackroot

I coudn't find anything about it or I can't get the point about rumor but, when you ask for rumors to folk, they talk about a guy -called "seadrich" occasionally wandering in blackroot have found something strange bla bla bla- I coudn't find anything about that rumor...

1-Is it somehow related with that 3 halfling quest?
2-Is it related with a mastery quest?(never did a mastery quest except firearms)
3-Is it related with sth late game? (I've finished the game just for once, a couple of days ago and didn't take any side quest after quintarra to see the end of the game quickly)
4-Or do I completely misunderstand something about that rumor?

edit:ı've finished the game in evil path worked with darkelfs, destroyed verd. device and such...

This. He has something to do with a later part of the good path of the main plot. He doesn't appear until that very moment, too.

 

I remember the name, but I don't recall what he does.

Salty Seadrick is an old drunk sea dog hanging around the Sour Barnacle who will tell you how he found the map to Stringy Pete's treasure if you soak him up with enough ale.

 

Oooh. Then in my latest save game, I'm standing right next to him. :3
