im desperately in need of a shovel for a certain quest and i spent 2 hours wandering around looking for one, if anyone knows the exact shop where i could buy one i would be greatly appreciative

 

Any of the general stores or junk dealers have them randomly. Advance time to the next morning and try again. Eventually, you'll get one.

 

If you didn't grab it and sell it already, there is also a shovel on a table in a house near the NW corner of Dernholm.

Yeah... I ALWAYS get one there. House about the middle area of town, table in room near top left corner.
