Where can i find this fellow? I've heard you can buy Bates Mansion from him.

 

I believe you can find him near City Hall some time after Bates dies.

For Bates to die, you have to kill him. I think it's on a quest by the man who Bates beat out, but I don't know, never doing the quest.

 

after you've done all the quests for bates, just have Chukka bump him off for you. Hes' no good you know, you see what he did the dwarves and elves, I'm telling you the mans NO GOOD, hes' only around for EXP thats it. Bump him off take his ring buy his mansion and torture his workers!
