Does the Wheel Clan have any merchants?

I thought they did, but I can't find any, and it's such a b.itch to keep going back to tarant to get my armour and weapons repaired...

On a similar note, why is always my armour (hps 80) that gets damaged and never my shield? (hps 300)

 

Yup. I forget where they are at the moment, but I do know there are some tech shops there.

 

There are several ways to get to the shops, but he easiest is to go to the northern most door out of the three in the initalial passage when you enter the wheel clan

Ok, so I found the dwarven blacksmith... Unfortunately he must be THE MOST inept blacksmith I have come across! He didn't so much repair my items as very nearly DESTROY them! I thought it must be because they were magickal but the same thing happened on my machined gauntlets.

Very frustrating. Oh well, off to Tarant I go.....

He is only Apprentice in repair. The junk dealer in Tarant is Expert.

Yes, she is Expert repair as well. Garrett, the blacksmith in Blackroot is Expert repair, but only for training purposes, there is no 'repair this' dialog option.
