Schreck's multi-pistol problem

I've gotten the multi-pistol schematic but can't even read it. I thought that it was because I needed more points in gunsmithy, but i'm maxed out and still can't even read the thing. What is it I need to do to get this gun.

p.s. I've downloaded the mod to improve this gun but it doesn't help me read the schematic

 

It's nothing to do with your expertise -- you just aren't supposed to learn Schreck's Pistol in the first place. In the unmodified game, the schematic is disabled because it's part of a Thieves Underground quest. You'll have to download a hack from Terra-Arcanum's downloads section if you really want to learn it.

Can you read the scheme after you complete a certain quest?

 

The schematic itself is a Thieve's Guild quest item. In the unmodified game, it can be neither read nor built. Some have built it & say it sucks big time.

I haven't used it, but the mod claims to 'fix' the schematic.

No, you retrieve the schematic from the factory, then give it to a guy for some experience and gold.
