Just before you head to Caladon (from Tarant via ship), check his house, and you will find a gathering outside composed of Willoughsby, Perriman, and his servant. To talk to him in length, you have to go to the Tarant Head Office of the Water Works (or something, it is the building where the Hall of Records is in the basement), and visit him in his office.
Mr. Willoughsby appears at his house when you return from Qintarra - there's a schematic in his cellar (with three Mechie Arachnids - watch out low-level characters). What is the schematic?
