I can't find a lockpick nowhere to save my life HELP

You don't lost them after a while or after a bunch of openings do you?

 

you will not lose these lockpicks no matter how many times you failed lockpicking.

 

Are some things harder to lockpick than others? I try to pick some chests and then never open and I'm an expert at the skill. I just bash it in, but still, I want to know...
