When you come back from Qintara, go to Willoughsbur's house in Tarant, close to the graveyard. You'll see him comin out. talk t him and he'll tell you to come to the myaor's office. There he will give you a quest, depending how well you complete the quest he will train you as a master in persuasion

Edward willougsbury is the persuasion master. he's coming out of his house in tarant when you return form Qintara. He'll tell you to come to the mayors office. If you have persuasion expert and maxed out, he will give you a quest to convince Caladon to Join th United Kingdom or something. Might be handy to first do the quest on the statue in Ashbury, ask the mayor of Ashbury about it. This will give you a good rep as orator...
i think charisma 20 is necessary. Even when my persuasion was maxed out he didnt give me the quest. Also I think "Orator of Ashbury" reputation will help.
