Tulla's coordinates are West 444 South 489. You can get to it by crossing the Gateway to the Wastes bridge located at coordinates West 466 South 741. You won't be able to enter the walls of Tulla until you advance the game past traveling to Thanatos. I don't wanna spoil anything about that, so I hope I am not being too vague.
It's also interesting...Weldo Rubin isn't there until much later in the game...and he's only level 25...so much for "balancing" the level of characters with the level you should be when you get to a certain point in the game...oh well, with the latest patch, all is forgiven, at least in this area.
Well, I found out from Weldo where Tulla was. Maybe he doesn't appear until later because you really don't "need" to find Tulla until you're in the late stages of the game.
I found Tulla by simply talking to Perriman Smythe in your party. When your told to go there, he will tell you, so you can totally skip the actual Gateway stuff.
