    If you're evil, they won't let you in. But there's a way to circumvent that! Simply enter maptravel, make it so that you travel OVER Tulla and click the round window just when the dot is over the town... it might take a few tries but it should work.

    The original way into Tulla...
    Well, you need to be playing a good character. Learn the location from Weldo Rubin, the halfling on the outskirts of the Vendigroth Wastes.
    Then, travel to the location he gives you, and talk to the guard standing outside the walled city. Then, simply walk between the two pillars sitting outside Tulla, and you're teleported inside.

    You can't actually do it the correct way until after you've been to Thanatos.

    To get to Thanatos you need the plot motive to get there;
    To find the remains of Nasrudin.
    After going to Caladon and running through the First Panarii Temple, you should find that something is amiss with certain aspects of the temple's artifacts. Talk to the historical department there, most notably the human male in the back, after you've taken the skull from the crypt up to the Gnome and let him examine it.
    The human will tell you that the lowest point of any land in Arcanum is on Thanatos, and that you have to go there. After that, you need to get yourself a boat, and sail to Thanatos.
    But, just for kicks, here is the map location of where you land on Thanatos;
    630 W 1595 S

    You can force your way to Thanatos eariler if you kill Stringy Pete and take his ship. But I'm not sure if you can open up the Tulla dialogue this way.

    Be careful when you try to kill Stringy Pete. It's not impossible, it's just hard if your party is under level 40.

    Can be killed with disintegrate or exploiting the line-of-sight bug I discovered.

    Well disintegrate does what, 30000 damage? Of course it'll kill him.
    Where do you need to stand to keep him from "seeing" you?

    Disintegrate coupled with a bunch of arcane staffs and fatigue potions will cut through virtually all resistance, no doubt about it. Of course, it's a process which will see you losing all that phat l3wt, but then again, it's not like you ever needed it in the first place.

    Stringy Pete has an Arcane Helmet, Arcane Shield and Arcane Sword. His inventory is definitely one of the best out there (The very best being that woman in the pit on the Isle of Despair).

    Of course you could walk up to him, pickpocket the loot with a few fate points and then kill him.

    For example http://img246.imageshack.us/img246/3584/stringybg0.jpg

    I'm almost sure you need some of your party to stand in the way.

    Edit: Hmmm, I just realized it isn't a fucking line-of-sight bug; stringy pete and his skeleton buddies simply can't move to me because my party blocks their way, but they won't attack my party because I was the one who attacked them. My party of course won't move after an F5.

    Well, that makes more sense to me now.
    I've never been safe from any attacker out in the wilderness by hiding behind something (though I never tried to hide behind a static party).
    Can Stringy Pete be mind-controlled?

    No, Stringy Pete can't be mind controlled, tried that once, then he attacked me.

    He's undead, you can't use Dominate Will on the undead. It says something in the manual about it not working because they are mindless, although Stringy Pete and Torian Kel seemed pretty switched on.

    But once he is dead, you can use Create Undead on him (at least in the magic mod, that is).

    Oooh, and of course every one of them can be Polymorphed into sheep :)
