nope untill I dedicated 1 slot for persuaion the guy did not want to join no matter waht.
1st time I finished the game with 0 persuaion
and sogg remained in the bar since he never wanted to join

All you need is a charisma 9 to get him.
Most players start with 8 that early in the game thus can't get him.

I wish I could have got here before all this. To answer all your questions.

Arbalah will give you 15 points in your reaction modifier (see my walkthrough).

You need only a Charisma of 9 in order for Sogg to join you. He will leave you if you let him wait for 2 hours without any bottle of wine. This is override by persuasion.

Sogg is a great melee character for starters so you need him.
