Where in Tarant is the pick pocket master?!

I've been looking everywhere but couldn't find him, Though I've heard hes at the corner of (something starting with "m") station in Tarant. Can someone help, please?

Also, how do I get Gar to be my follower?

Pick pocket master, Sammy White, is right in the center of Tarant. Take the street that goes straight from the bridge to Bates' estate, and on your way you will see a fat halfling (if you want to make sure its him, look at his inventory. He has a hand cannon equipped, and a revolver and a mechanical dagger as backup). Talk to him. He will insult you. He likes insulting. Insult him back, give him a run for his money until his reaction to you goes up, and then talk to him more peacefully.

Gar- you need expert persuasion. When you have it, talk to Gar about tea. He will tell you his life story and who to talk to to set him free. This can be done in two ways- paying money or blackmail.

Gar as a follower is an ordinary melee fighter, good with a sword, but that's about it. He is good and doesn't like killing good guys. If you set him free, but release him rather than make him your follower, you will receive a fate point.

 

If you want him for a little while, you can do that after he is your follower. When he's your follower find a nice place to leave him for the rest of eternity, like the middle of a dungeon, or lost in the Glimmering Forest, and initiate a conversation. Setting him free should still be an option. It's nice if you need someone to tide you over until you can get a better follower. Like Chukka. Hehe, Chukka mad. CHUKKA SMASH!

I want Chukka, me not getting Chukka. What were you. I heard you need to be good and need persuasion. Is that last one really necessary or is there something else you need to have. Please tell me

 

Persuasion is necessery, I believe you need to have Expert persuasion with 3-4 points.
