Yup, they're perfectly human. They are cruel, selfish, insane, megalomaniac, sadist and wouldn't hesitate to kill others in order to promote themselves. Hell, they have to kill just to survive. They're as human as anyone could be.
It really depends, the early stages of being a vampire are mostly human... Later, they become driven by thier urge to survive, but most vamps don't notice they're vamps till a little while later... most peculiar. Edit: But yes, all that is said in above is very characteristic of a vampy.
