You don't find the Kathorn crystals sliced. You either give them to a certain merchant in Ashbury who sells spectacles, and he makes Wheel Clan spectacles for you, or make Wheel Clan Spectacles yourself if you have taken the schematics from the chest of Thorwald Two Stones on the Isle of Despair.
Regarding Chukka, he's the personal bodyguard of Gilbert Bates. If you've got sufficient ranks in Charisma and Persuasion, Bates will offer Chukka to you when you return from the Black Mountain mines. I don't know the exact requirements to get him though.
You can also convince Thorvald to join your party if you're a persuasion expert with 12 charisma, and then just use his glasses. You only get to go to the isle once though, so you've got to do it while your there.
The spectacle merchant? In a house by the docks. You can't miss it. Remember, you can check signs and other such stuff by hovering with the mouse cursor above them.
