The <A HREF="http://www.troikagames.com/" target="_blank">official Troika site</A> now has a brand-new manual for WorldED available! I've just downloaded it, and it seems well worth the 1.4 megs; it's a must-have for any modbuilder. It's a 174-page Word file, so I think I'll print it at university. (Yeah, I'm a cheapo.)
