Vollingers meeting place

Now I've never been able to find this location or come across it in the game even though I've finished the entire game with Vollinger in my group since I was first able to let him join me. The coordinates I got from certain sites appear to be wrong.
What IS this place and where does it fit in the game?

 

I think.... Vollinger's Meeting Place cannot be forced, rather like some of those pesky master quest locations. Vollinger will mark it on your map if/when he leaves you. Which depends on your conversation with a certain human in Tsen-Ang, and whether you read the book Joachim left for you in Stillwater.

Or, something like that.
