    Is this an abandoned flag or does something in the game turn off the random orc encounters?
    Perhaps if you help the orcs riot and take over Tarant?

    Very good question, why do you not test out your theory? (I would, but troika were kind of bitchy and just made a Windows version of Arcanum. :))
