Yes he did as he was top Bishop of the Kingdom.. He have the power to appoint Bishop and Archbishop to they post. The power to Coronation than King or Queen.. The Power to place the entire Kingdom under Interdicy which is basely mean all man and woman are denies then the rites of the Church save those in direct service of the Church.. Investment of new Bishop and Archbishop with the approval of the King or Queen. He was electic to that post by than vote of all Bishop,ArchBishop and Cardinal.
